When the wind is strong at Shek-O and Ma On Shan, there may be some remote controlled planes around. Paragliders don't own the sky, even though we have priority over RC planes in the interest of safety. Steve Wordsworth in May 2002 had some contacts with the association of remote controlled plane operators. Steve says:
"Dear All,
I have been in discussion with the RC Model Club about a few procedures to avoid accidents. You will recall that Steve Yancy was hit by a model glider and others have had close encounters. The RC Model Club is the major group representing model flyer in Hong Kong and I have found them to be a well informed, co-operative and understanding group. We have agreed on the following guidelines:-
On arrival at a site the respective parties will talk and indicate if and when they are likely to fly.
Just before take off (in particular at Shek O) the respective parties will announce their intention by either shouting or blowing a whistle. (This should work well at Shek O, but may be harder at Ma On Shan because we tend to launch some distance from each other. However, this in itself affords us good separation)
When R/C models are top landing at Shek O the pilot will indicate such by shouting "landing" in order that paragliders will remain clear or on the ground.
When a paraglider and R/C model are converging the rules of precedence (Air law) mean that the R/C glider must give way and turn right. (If a risk of collision is imminent both are obliged to take avoiding action by turning right)
Overtaking. An aircraft which is overtaken in the air it has the right of way (Air law). The overtaking aircraft must alter its heading to avoid a collision and keep clear of the aircraft its overtaking.
An R/C model will not fly directly over a paraglider in flight at any time. (one of our fears is the R/C model stalling or going out of control and falling into the glider)
R/C models will not perform aerobatics above a paraglider or close to a paraglider such that a risk of collision exists.
Paragliders will avoid flying in the zone immediately in front of the R/C launch at Shek O and Ma On Shan.
Both parties will aim to keep good separation at all times.
Both parties will aim to keep out of each others air-space thereby affording enough space to safely manoeuvre and enjoy ourselves.
Please co-operate and follow the rules. It is in our interest to avoid a collision - the RC Model guys face the loss of a model, we face the loss of our life at worst." |
