HKPA Strategic PLAN— At a Glance
The Hong Kong China Paragliding Association (HKPA) is committed to keeping our sport safe, respected, and accessible for every pilot in Hong Kong and the Greater Bay Area.
Our strategy rests on three commitments:
1. Protecting where we fly. Hong Kong has very few flying sites, most within country parks. We work closely with the Civil Aviation Department and the Agriculture, Fisheries and Conservation Department to secure long-term, responsible access to our launch sites — because access is the foundation of everything we do.
2. Putting safety first, always. We operate a structured safety framework: clear site rules, pre-flight briefings, mandatory third-party insurance for members, transparent incident reporting, and an independent Safety Committee. A strong safety culture protects our pilots and the future of the sport.
3. Growing pilots and community. From a first tandem flight to international competition, we offer a clear training pathway with recognised pilot ratings and certified instructors. We are also building closer ties across the Greater Bay Area, opening up new sites, events, and opportunities for our members.
Looking ahead, HKPA will strengthen its role as the recognised representative body for paragliding in Hong Kong, modernise its governance, and expand membership responsibly — always within the safe carrying capacity of our sites.

香港中國滑翔傘協會 — 策略計劃概覽
香港中國滑翔傘協會（HKPA） 致力讓滑翔傘運動安全、受尊重，並惠及香港及大灣區的每一位飛行員。
我們的策略建基於三大承諾：
一、守護我們的飛行場地。 香港可供起飛的場地十分有限，大多位於郊野公園之內。我們與民航處及漁農自然護理署緊密合作，以負責任的態度爭取長期而穩定的場地使用權——因為場地就是一切運作的根基。
二、安全永遠放在首位。 我們設有完善的安全架構：清晰的場地守則、飛行前簡報、會員必備的第三者責任保險、透明的事故通報機制，以及獨立運作的安全委員會。堅實的安全文化，既保障飛行員，也守護這項運動的未來。
三、培育飛行員，凝聚社群。 由第一次雙人體驗飛行，到踏上國際賽場，我們提供清晰的培訓階梯，配以受認可的飛行員等級制度及合資格教練。我們亦積極加強與大灣區的聯繫，為會員開拓更多場地、賽事與發展機會。
展望未來，香港中國滑翔傘協會將鞏固其作為香港滑翔傘運動代表機構的角色，完善會務管治，並在場地安全承載能力範圍內，穩健地擴展會員規模。
